Original instrument and transitional treatment
Made on 21 December, gazetted 31 December 2015 and effective 3 January 2016, the regulations revoke the former Business Registration Regulations. Earlier acts/matters continue with effect under corresponding new provisions. The system definition refers to then ACRA Act 28B(1); this is the original eight-page version, including historical alternate-address fees and penalty rates.
Electronic transactions and refusal grounds
Use the prescribed electronic form/system unless Registrar requires/permits otherwise. If impossible, follow its alternative manner. Processing or document acceptance can be refused for wrong route, translation/ID/endorsement non-compliance, improper completion, missing attachments/information or unpaid fees. These are distinct requirements, not cured simply by uploading a form.
Translation and identification
Non-English required documents need the original plus approved-person certified English translation. Translator competence evidence may be required. Registrar may seek ID card/passport or other accepted proof for transacting persons or persons whose particulars are registered. The translation rule concerns filed documents, not a ban on every business using another language.
Two endorsement clocks and last-person payment
When multiple endorsements are required, registration endorsements have sixty days after Registrar notification that endorsement is needed. Other matters have fourteen days after first form submission. The final endorsing person pays the transaction fee. The two triggers differ; neither is the three-day rule in older LP regulations.
Business documents and nominee/trustee particulars
Invoices/official correspondence show registered business name and number, with conviction fine up to S$1,000 for breach. Corporate nominee/trustee fields are appointment date, name/address/unique ID if any and beneficiary type/class; individual fields add nationality/birth date/ID type and number/contact/email. Individual beneficiaries give name/address/nationality; corporate beneficiaries name/address/business nature; child/other classes description. These concern businesses carried wholly/mainly as nominee/trustee for others.
Appeals and all public-information sources
Appeals under 8(7),12(4),16(5),17(9) are written to Minister, identify decision/notice and grounds, with required evidence. Section 27 agencies are Statistics/MTI, Home Affairs, Manpower and Singapore Post. No prior notice before updates requires both a conflict with their specified SSIC, national-registration/residence, foreign-ID or building/postcode/street data and Registrar finding notice effort excessive given likelihood of objection. Agency data alone is not the complete notice exception.
Complete eleven-item fee schedule
Registration S$100; proposed name reservation S$15; name change S$15; request to direct another name change S$200; renewal S$30/year; error notice S$60; hardcopy registration-confirmation certificate S$50; copy/extract without attachments S$11, with S$26; certification manually S$2/page or part or electronically S$1; alternate address S$40. These historical schedule amounts are separately described, not a current package price.
Complete eight-band late schedule
In addition to filing fees, delay after the due date attracts: up to 30 days S$10;31–60 S$25;61–90 S$50;91–180 S$75;181–365 S$100;366–730 S$150;731–1095 S$200; beyond 1095 S$250. The original schedule includes late renewal. Every boundary is retained rather than replacing it with a single maximum penalty.
Waivers and no-refund exceptions
Registrar may for any reason waive/refund/remit fees or penalties wholly or partly, using directed payment manner. Despite that power, fees for ceased/cancelled registration or withdrawn applications/appeals are non-refundable under 12(5). Waiver discretion is not a guaranteed entitlement and cannot be described as automatically overriding those exceptions.
