First group of operative provisions
The list begins:2;3(b),(c),(d),(g)–(k),(m),(o),(q)–(v),(y),(za);4(c);5(a),(f);7;8(a);10;12;13;14;16;17;19;20;21;22(a)–(g),(i),(j),(k);23–27;28(a);29–33;36(b),(c);37–40;41(e),(f),(g);42(b);43(d). These are sections of the amendment Act 36 of 2014.
Middle group
The list continues:50;52;58;60–74;76;77;81–85;88(a),(e);89;90;93;94(a)–(d),(f);95(a),(c);96–111;114(d);117;123(a),(f);127(a);132;135(a)–(e),(g),(h),(i);136;138(a)–(h),(k). For example 94(e) is not included by the 94(a)–(d),(f) reference.
Final group
The final identifiers are 139;140;141(a),(b),(c);142(c);149;152(a),(c),(d),(e);153–166;168;169;174;175;176;179(a);180–183;185;186(1);187;188. Exact subsection selection matters rather than assuming every neighbouring provision shares this commencement date.
Dates and the limited function of the notice
Made on 21 December 2015, published on 31 December as the Commencement (No. 2) Notification 2015, it fixes 3 January 2016 as the operative date. It does not reproduce the underlying reforms or declare unlisted sections operative. It is a timing index to read with the amendment Act.
