The compliance checks and minimums
ACRA and ISCA sampled 2016 renewal declarations for 1 January 2013–31 December 2015, following the 2014 check for a period ending 2013. The source requires 120 hours per rolling three years, at least 90 structured. It reports improved compliance but highlights remaining errors; it does not give a percentage compliance rate.
Rolling periods are not fixed blocks
Use the three calendar reporting years immediately before renewal. The full table is 2016 renewal: 2013–2015; 2017: 2014–2016; 2018: 2015–2017, each from 1 January to 31 December. No extra renewal-year learning is available to cure the preceding window merely because someone assumes non-overlapping blocks.
The four historical categories and dual courses
The 2016 syllabus covers reporting, ethics, auditing and insolvency/restructuring; minima depend on general, judicial-manager-only non-audit, or approved-liquidator status. If a provider permits a course with accounting and auditing aspects to be Category 1 or 3, the accountant may select a supported classification to meet requirements, but the participation certificate must support the declared category. This is not permission to relabel any course arbitrarily.
Liquidator Category 4 requirements
At least nine structured Category 4 hours apply per rolling three years as long as the liquidator licence is held. Claimed lack of relevant courses was not accepted as a general explanation because courses had been offered. An accountant no longer intending liquidation may apply to revoke the licence before renewal to seek relief; stopping work alone is insufficient.
Additional 48 hours and prescribed content
A failed PMP may bring an ISCA regulatory course and another 48 structured hours in Category 1 or 3 within a stated period, sometimes specifying revenue or construction-contract audit training. Both regulatory-course time and those 48 hours are additional to renewal CPE. Hours outside the order period do not count towards the order. The bulletin expressly rejects FRS 115/IFRS 15 training as a substitute for the stipulated FRS 8 Revenue course in its example.
Extensions require separate approval
If the 48 hours cannot be completed in the stated period, seek ACRA extension approval. An extension for hot review does not extend the additional CPE deadline automatically; a separate request is required. Keep training and engagement-review orders distinct.
Evidence must prove participation
Third Schedule paragraph 3 requires records and participation evidence available for inspection. Unsupported hours are disregarded; registration confirmations, payment receipts and course outlines/materials do not demonstrate participation by themselves. The accountant bears responsibility for retaining and producing adequate proof.
Misrepresentation and the specific 2016 remedial response
PAOC may cancel registration obtained by misrepresentation, including a false declaration of order compliance. In the 2016 cases it considered circumstances and did not cancel subject to making up shortfalls plus extra hours within deadlines, with course lists and evidence verified before online 2017 renewal. That conditional historical response is not a general right to make up every future failure.
