Open the service and prepare the information
Last updated on 30 November 2021, the guide directs business users to Singpass login at www.vcc.bizfile.gov.sg, then eServices, Make Changes and Appointment/Cessation of VCC Officers, Manager and Auditors. Read the checklist, continue and search for the correct VCC. The checklist includes VCC name and UEN; personal identity, nationality, birth date, role, manager connection, contact, residential and alternate addresses; appointment or withdrawal dates and reasons; manager UEN, name, principal business address and incorporation country where applicable; and auditor UEN and name. The historical estimate is four to fifteen minutes to file, up to three working days to process, or fourteen to sixty days where another agency reviews the application.
Read the source-version eligibility and endorsement notes
The checklist says a proposed director must be at least eighteen, have full legal capacity and not be disqualified, giving an undischarged bankrupt as an example. It lists citizen, permanent resident or EntrePass status and separately says a Singapore EP holder may also be a director but should seek consent from the relevant pass issuer before an appointment. It requires endorsement by the newly appointed director, agent or secretary where filed by an existing director, secretary or agent, and instructs engaging a CSP for a newly appointed foreigner or passport holder. PDF attachments are limited to 5 MB. These are historical checklist statements; they should not be read as a complete current eligibility rule or a general prohibition on every foreign director.
Add an officer and enter the appropriate appointment date
Choose Add VCC Officers and Add. Select identification type, enter the number and supply the name as on the identity document if not populated automatically. Provide nationality or citizenship, email, phone country or region code and mobile number, then choose the position. For an alternate director, identify the director for whom the person acts. For a director, answer whether the individual is a director or qualified representative of the VCC’s manager. Enter appointment date for a director or secretary, managing-director appointment date for that role, or effective start date for an alternate director. These role-specific dates should not be treated as one interchangeable field.
Withdraw or edit an existing officer
Open Withdrawal/Edit VCC Officers and select the existing officer’s name. Answer the director-or-qualified-representative question as applicable. To cease the role, tick Withdraw, select the position being withdrawn, select the withdrawal reason and enter the withdrawal date, then continue. Merely opening an officer or editing the manager connection is not the same as selecting withdrawal. The guide does not enumerate every available reason or all supporting legal procedures for a resignation or removal.
Replace the manager and revisit officer particulars
Open Withdrawal and Appoint New VCC Manager, answer Yes to replacing the current manager and enter its withdrawal date. Provide the new manager’s UEN or name and its address, including postal code, level and unit where applicable. Accept the acknowledgement that the VCC must have at least one individual director who is also a director or qualified representative of its manager. Checking it automatically returns the user to Withdrawal/Edit VCC Officers to update and confirm those particulars. Complete that linked review and continue; a new manager’s identity alone does not establish the required director connection.
Appoint or withdraw a corporate auditor
For a new auditor, open Appoint New Auditor, choose Add and enter the auditor’s name as a corporate entity and appointment date. For cessation, open Withdrawal of Auditor, select its name, tick Withdraw and enter the withdrawal date. Continue after each applicable branch. The guide expressly uses the corporate-entity auditor name for appointment; it does not instruct the user to substitute the signing audit partner’s personal name or provide a complete statutory auditor-removal procedure.
Declaration, preview and completed record
Review the declaration and continue to preview. Verify and confirm all details, then select Finish. The guide next displays an acknowledgement that can be printed and says the dashboard record is created with Completed status. Keep that acknowledgement with the VCC’s records and ensure it matches the selected entity and changes. No standalone payment sequence or specific statutory lodgement deadline is given in the numbered guide, so these should not be invented from the historical processing estimates.
