Choose the VCC and the applicable changes
Last updated on 13 October 2020, the guide starts at www.vcc.bizfile.gov.sg with CorpPass or SingPass login. Select eServices, Make Changes and Change in VCC Information. Use the edit icon beside the correct VCC in the entity list, review the checklist and continue. The form requires at least one change and offers eight types: VCC name, VCC type, registered-office address, location of members’ register and index, working hours, user-described activity, section 20(5) constitution alteration and sub-fund name. Follow the selected branches and skip unselected ones.
Prepare attachments and interpret the historical estimates
The checklist says the electronic form takes about 15 minutes and processing takes three working days, or 14 working days to two months where another agency’s approval or review is needed. It states a non-refundable $15 VCC or sub-fund name-change fee, no filing fee for other changes in this transaction and possible late-lodgement fees. Uploaded documents must be PDF and at most 5 MB; read the terms before proceeding. These are the 2020 checklist’s estimates and amounts, not confirmation of current charges or a guaranteed approval date.
Change a VCC or sub-fund name
For a VCC name change, enter the proposed new name, answer the in-principle approval from referral-authorities field and tick the notice of special resolution for the name change. Continue to the next stage. The checklist separately identifies sub-fund name changes and requires the new name and change date. The numbered guide does not give that branch a separate complete screen sequence, so it should not be supplemented with invented controls or an assumed resolution requirement. A name application referred for approval can remain pending after the filing workflow.
Change VCC type and attach the amended constitution
Select the new VCC type, upload the amended constitution in PDF and enter the effective date. The screenshot distinguishes umbrella and non-umbrella VCCs and expressly says sub-funds must be registered separately through the Registration of Sub-fund transaction or form. Selecting umbrella status therefore does not itself create registered sub-funds. The guide describes the filing fields rather than all substantive conditions for a legally valid conversion.
Update the two address records separately
For a registered-office change, enter postal code, level and unit number and choose the effective date. For a change to where the members’ register and index are kept, enter that location’s postal code, level and unit number and its effective date. These are separate branches: changing one does not establish that the other record has been changed. Proceed after completing each selected branch and check that the dates describe the actual changes rather than simply the day the form is entered.
Working hours and business-description changes
Choose new working hours and the effective date. The screenshot offers at least five hours during ordinary business hours on each business day, or at least three but fewer than five hours on each business day. For the user-described activity branch, enter the new description and effective date. These fields report the VCC’s selected arrangements; the guide does not provide a free-standing rule that any other opening-hours arrangement is legally valid or describe a separate SSIC-code change workflow.
Constitution alteration under section 20(5)
For this branch, upload the altered constitution and supporting documentary evidence in PDF, and enter the effective date. The supporting-evidence upload is visible in the screenshot and checklist even though the numbered text only refers generally to attaching files. It is separate from the amended constitution requested in the VCC-type branch. The guide does not identify every acceptable form of supporting evidence or reproduce section 20(5), so those details cannot be invented from an upload label.
Declaration, verification, payment and dashboard status
Read the declaration and select Finish, then verify the confirmation page and Submit; use Back to correct information before submission. The declaration warns about false or misleading information, although its screenshot bears an unrelated charge-registration heading. Follow the written information-change instruction rather than treating that screenshot title as a new filing requirement. Complete applicable payment and retain the acknowledgement. A name change routed for approval is shown as Pending on the dashboard; otherwise the guide says Completed. A pending approval is not equivalent to an already approved new name.
