Who the form is for
A public accountant serving a hot review order who wishes to continue supervising existing pupils as an Audit Principal uses the form to request the Public Accountants Oversight Committee’s consent under paragraph 6B(1). The explanatory note says consent is granted only exceptionally and each case is assessed on its own merits.
Identity and hot review documents
Provide the accountant’s name and registration number. Attach the hot review order and any ACRA or PAOC approvals extending its period or varying the order. This allows the decision-maker to assess the actual restrictions and timing instead of relying only on a description of the review.
Pupil and practice details
For each pupil, identify the name, date supervision began and accounting entity in which the applicant acts as Audit Principal. Explain the reasons supporting continued supervision. The applicant signs and dates a declaration that the information is true and accurate; the public accountant making the application must sign it personally.
Submission timeline and historical transitional date
The form requires application within 30 days after the hot review order becomes effective. It also records a transitional deadline of 28 February 2015 for accountants who were Approved Principals before 1 February 2015 and were subject to a hot review order on that date. That transitional provision is historical, not a new recurring deadline. The form gives the Professional Oversight Department at ACRA’s Revenue House address as its submission destination; this is the address printed in the document.
Reasons that generally carry limited weight
The explanatory note identifies staffing difficulties, reputational or business impact, inability to fulfil the hot review, inability to appoint a suitable hot review partner and needing more time as reasons that ordinarily carry little or reduced weight. An application should therefore explain the particular circumstances and supervision arrangements rather than assuming commercial inconvenience is sufficient.
Alternative supervision must address quality and workload
If another accountant has under five years of public-practice experience, the applicant must explain how that person can provide adequate audit-management training. If an existing Audit Principal already supervises four pupils, transferring additional pupils raises concerns about adequate attention to the existing pupils. The note specifically addresses proposals where the applicant provides overall oversight and signs off experience while others perform supervision.
Restriction orders and the meaning of completion
The exception applies to hot review orders alone. An accountant also subject to a restriction order, such as a temporary restriction on accountancy services or public-interest-entity audits, cannot apply under paragraph 6B(1) and ceases to be an Audit Principal from the restriction’s effective date until it ends. Completion of a hot review means fulfilling the obligations and communicating compliance to ACRA, not merely reaching an indicative end date; completion can be earlier or later where approved.
