Version and preparation
The manual was last updated on 4 August 2020. It explains the portal workflow for incorporating a new VCC, rather than setting out every statutory eligibility condition or the current fee schedule.
An existing name application is needed for selection at the start. Prepare the registered-office details, constitution in PDF format, financial-year information and particulars of the manager, auditor, officers and subscribers.
Access and name selection: steps 1–4
The guide begins at the VCC Register website, using the incorporation service under its electronic services. The 2020 flow redirects the user to CorpPass or SingPass authentication. After signing in, the applicant opens the incorporation application and selects the name application already made.
This selects an existing name application; it is not an instruction to submit a second name application within the incorporation form. Check current authentication and access requirements when using the live service.
Checklist and VCC type: steps 5–7
The applicant reviews the checklist and proceeds into the incorporation form. The entity-information screen asks for the VCC type. The screenshots show non-umbrella and umbrella options.
Choose the option matching the intended fund structure. Activity descriptions and sample entries in the screenshots demonstrate the interface; they are not standard answers for every VCC.
Office details, hours and constitution: step 8
Enter the registered office’s postal code, level and unit. Check the address information displayed by the system, including the street and building details.
The historical screen also asks for working hours. Its options distinguish at least five hours on each business day during ordinary business hours from at least three but fewer than five hours. These are the 2020 screen choices, so check the applicable current requirements.
The upload area is labelled for the constitution. Attach the document as a PDF using the upload control; this forms part of the incorporation information.
Financial year and manager: steps 9–10
Enter the financial-year-end date, select the financial-year period and continue to the manager and auditor information.
Search using the manager’s UEN or name and select the correct entity from the list. Supply the postal code, floor and unit information required on that screen. Leaving a typed name without selecting the relevant entity is not the completed selection shown in the guide.
Auditor appointment: steps 11–12
Use the add-auditor function, enter the corporate auditor’s name, select the appropriate entity from the auditor list and submit the appointment record.
The auditor entry is separate from the fund manager and the VCC officers. Check that the correct appointed entity is recorded.
VCC officers: steps 13–15
For each officer, select the identification type and enter the identification number. Address the alternative-address option and provide the email address, country or region code and mobile number.
Next, select the position held and answer whether the individual is a director or qualified representative of the VCC’s manager. Submit the completed officer record after checking it.
Subscribers and declarations: steps 16 and 19–20
The subscriber screen distinguishes individual and corporate subscribers. It records identification type and number, email, country or region code, an area code where relevant, and the mobile number. Submit the subscriber entry when complete.
Read the declaration rather than copying the ticks illustrated in the screenshot. Its questions address the proposed director’s fitness, relevant criminal or fraud matters, rejected appointments or removal, and commercial integrity or professional conduct. Explain applicable circumstances and confirm the accuracy of the information before finishing.
The source numbering jumps from step 16 to step 19. This article follows the actual workflow shown and does not invent instructions for absent step numbers.
Confirmation and pending status: steps 21–22
Review the complete confirmation page. Return to the earlier screens if amendments are needed, and submit only after checking the information.
In this version of the guide, a pending incorporation entry then appears on the dashboard, with no payment required at that stage. Submitting the application and completing payment are separate events.
Endorsements, payment and acknowledgement: steps 23–26
The manual describes subscriber, manager and director endorsement tasks appearing after approval. Once those three task types are completed, a payment task becomes available in the pending dashboard.
Open the payment task and make the payment. The manual refers users needing assistance to the separate BizFile payment-integration guide; it does not state a fee amount that can be relied on as the current incorporation charge.
An acknowledgement appears after payment. Retain the confirmation and check the live portal for the actual application outcome, rather than treating an earlier pending entry as completion.
