Regional character and headquarters
The entity should have business offices in at least five ASEAN Member States and a regional headquarters in at least one member state. The source refers to ten member states and criteria adopted on 10 January 1979 in Jakarta; this is the guideline’s historical wording, not a fresh statement of present membership numbers.
Protection of ASEAN’s name and objectives
Use must not bring ASEAN into disrepute or negatively affect its aims and objectives. A regional business footprint alone is therefore not the only criterion. The applicant’s proposed use and conduct must also satisfy these protections.
The two supporting documents
Provide an undertaking acknowledging the responsibilities of using ASEAN and that violations of the principles will lead to withdrawal of the right. Also provide a detailed prospectus describing the business’s nature, purpose and functions. These are distinct documents serving acknowledgement and substantive business-description purposes.
Submission and the final decision
The criteria are to be fulfilled before submitting a request through ACRA’s Referral Authority System. The final decision rests with the ASEAN National Secretariat of Singapore. The one-page guideline gives no fee, processing time or guaranteed approval, so none is inferred here.
