Public Accountant Application Addendum: Experience, Local Law and Evidence

The five-page addendum specifies Singapore and foreign qualifying audit experience, local-law examination branches and the supporting documents for registration.

Source checked · 11 October 2026

Qualifying audit experience and Audit Principals

The addendum states that from 1 February 2015 applicants need at least 2,500 QAE hours, independently and competently performing audit management of key functions, quality review or technical roles to the Audit Principal’s satisfaction. Key functions are planning, leading and reporting. A principal needs five years in public practice and must not be subject to a PAOC ban on serving as principal, hot-review, restriction or suspension order. The principal cannot be the applicant’s parent, adoptive parent, sibling, spouse or child.

Singapore evidence and minimum for overseas applicants

Provide completed applicant and principal declarations for Singapore QAE using the linked ACRA templates. Where more than one principal in a firm supervised the experience, also supply that firm’s testimonial consolidating the QAE. Applicants relying on overseas experience need at least 1,250 QAE hours, described as approximately one year, obtained in Singapore. The total 2,500 requirement remains distinct.

All foreign-QAE conditions and assessment factors

The work must be financial-statement auditing in an overseas registered/licensed audit entity, in a jurisdiction whose standards PAOC regards as equivalent, obtained within the five years before application. PAOC assesses quality by one or more factors: equivalent quality-control arrangements including SSQM 1/2 or steps towards them; regulatory inspections and the regulator’s satisfaction with findings; good standing; and whether experience meets that jurisdiction’s auditor-qualification criteria. Foreign employment alone is not automatic QAE.

Foreign documents and disciplinary checks

Supply proof of the foreign firm’s audit licence/registration, an employment testimonial elaborating experience and dates/periods, and an explanation with evidence addressing the stated foreign-QAE factors. PAOC may disallow experience if professional/occupational misconduct complaints exist, proceedings are pending or disciplinary action has occurred in any jurisdiction. Obtain letters from professional bodies of which the applicant is a member other than ISCA, confirming absence of disciplinary proceedings/actions, past and present. A complaint is a separate disallowance ground.

Local-law proficiency: two date-dependent branches

With less than two years of relevant local experience, evidence of passing Singapore Company Law and Singapore Taxation and Tax Management is required if either the applicant had not passed a Second Schedule 2(a) listed final exam before 1 January 2019, or passed a 2A(1)(b)–(g) listed final exam on/after that date without passing a local-university final exam listed in 6(1A). The timing and local-university exception should be checked together, not replaced with a blanket nationality rule.

The pre-2019 examination footnote

The 2(a) footnote lists Singapore Polytechnic professional diploma/accountancy degree for 1961–1969; University of Singapore accountancy degree; Nanyang University commerce-accountancy/accountancy degree; NUS accountancy or BBA-accountancy; Nanyang Technological Institute accountancy; ICPAS–ACCA Joint Scheme with Paper 10, 3.1 or P7 audit module; NTU accountancy or MBA-accountancy; ICPAS Professional Examination; SMU accountancy or Master of Professional Accounting; SUSS (formerly SIM University) accountancy; and Singapore Chartered Accountants Qualification. These names/programmes are the document’s historical list.

The later qualification and local-university lists

Footnote 5 lists ICAEW ACA, ICAS CA, Chartered Accountants Ireland programme, CA Australia/New Zealand programme, CPA Australia programme and ACCA qualification. Footnote 6 lists NUS, NTU, SMU, SUSS and Singapore Institute of Technology as the local universities relevant to the local-exam branch. These are cross-reference lists, not a complete independent statement of registration eligibility.

CPE, intended practice and former applicants

Supply the preceding twelve months’ CPE in the linked logbook format, plus certified true participation evidence for every structured course: certificates, attendance lists or lecturer certification letters. If joining an existing accounting entity, obtain support confirming admission as partner or public-accountant employee after approval. Former Singapore public accountants explain both the earlier non-renewal and why they seek registration again and expect sustained practice.

ISCA good-standing certificate

Provide ISCA’s certificate containing full-member/CA Singapore date, final accountancy examination name and pass date, Public Practice Programme completion date and any disciplinary matters. It must be dated no more than three months before application. This ISCA certificate is additional to the other-body letters required for overseas experience; one should not be silently substituted for the other.
