The 2,500-hour experience requirement
The addendum states that from 1 February 2015 applicants need at least 2,500 hours of QAE. Relevant work may be an audit-management role performing Key Audit Functions, an audit-quality-review role or an audit-technical role, carried out independently and competently to the satisfaction of the Audit Principal. Applicants relying on foreign audit experience must have at least 1,250 hours, described as approximately one year, of QAE acquired in Singapore.
Evidence for Singapore experience
Provide current and previous employment testimonials and completed declarations from the applicant and each relevant Audit Principal. Where experience within one firm was supervised by multiple principals, include a firm testimonial consolidating the QAE earned in that firm. The PDF links to applicant, principal and consolidated testimonial templates.
Foreign experience: location, standards and recency
Foreign QAE must arise from auditing financial statements in an audit entity outside Singapore. The entity’s country or territory must follow auditing standards PAOC considers equivalent to Singapore’s. The experience must have been acquired within the five years immediately before the application. Foreign employment alone is insufficient without the relevant audit work, jurisdictional standards and time period.
How PAOC evaluates the quality of foreign QAE
The committee may consider the entity’s implemented or developing quality controls against equivalent standards, including the source’s reference to Singapore Standard on Quality Control 1; regulatory inspection and whether the regulator was satisfied with its findings; the entity’s good standing; and whether the experience would meet local practical-experience criteria for qualifying as an auditor. The PDF’s quality-control standard reference belongs to this source version.
Foreign licensing, testimonials and disciplinary evidence
Supply evidence that the foreign entity is registered or licensed to audit financial statements, such as an authority’s letter or registry search. Its employment testimonial should explain the work and dates, and the applicant should address each assessment factor with supporting evidence. PAOC may disallow foreign QAE where there is a professional or occupational misconduct complaint, pending disciplinary proceedings or disciplinary action in any jurisdiction. Obtain letters from professional bodies of which the applicant is a member, other than ISCA, confirming the relevant disciplinary position.
When evidence of Singapore law and taxation exams is needed
The local-law section applies where an applicant has not passed a final accountancy examination specified in paragraph 2(a) of the Second Schedule and has under two years of relevant local experience. Such applicants provide evidence of passing Singapore Company Law and Singapore Taxation and Tax Management. The source footnote identifies the scheduled Singapore accountancy examinations and programmes, including historical university routes, the ICPAS–ACCA joint route with specified audit modules, professional examinations and the Singapore Qualification Programme; qualification-route assessment should use that schedule rather than assume every accounting degree has the same treatment.
CPE log and participation evidence
Provide a CPE log covering the 12 months immediately preceding the application. For every structured course included in the log, supply certified true copies of participation evidence. The source accepts certificates, attendance lists or lecturers’ certification letters as examples. Recording hours without the supporting course evidence does not complete the document requirement.
Intended practice and former registration
If joining an existing accounting entity after approval, obtain its support letter confirming admission as a partner or, for an accounting corporation or accounting LLP, as a public-accountant employee. Former Singapore public accountants explain why the earlier registration was not renewed, why they are applying again and why they expect to maintain practice for a longer period this time.
ISCA Certificate of Good Standing
Provide an ISCA certificate showing when the applicant became a full Chartered Accountant (Singapore) member, the name and date of passing the final accountancy examination, completion date of the Public Practice Programme and any disciplinary matters. The certificate must be dated within the three months immediately before the application. This certificate complements rather than replaces overseas professional-body letters.
