Review finding and decision
Zee Teck Ming, public-accountant registration 00896, failed to pass a revisit practice review. PAOC made the published orders on 10 April 2018. The notice lists these orders among others and does not reproduce the individual audit deficiencies.
Audit restrictions and their exact periods
For 12 months, 25 April 2018–24 April 2019, restrictions cover non-dormant public companies, non-dormant non-EPC private companies, and non-dormant EPCs with annual revenue over S$10 million. A further PIE restriction is expressly dated 25 April 2019–24 April 2020, or until he undergoes and is informed he has passed his next review, whichever is earlier. The source dates are sequential, not a substituted simultaneous 24-month wording.
Hot review: engagements, threshold and time
Ten engagements exceeding S$10 million annual turnover require an approved hot-review partner within nine months starting 25 April 2019.
Audit-principal consequences
The notice starts the audit-principal prohibition on the decision date, 10 April 2018, until the restriction ends and hot review is completed if later. This start is earlier than the first audit restriction. An audit principal supervises or oversees a pupil’s qualifying audit experience. The footnote requires at least five years in public practice and absence of an audit-principal prohibition, hot-review, restriction or suspension order.
Definitions and publication version
The source’s PIE footnote expressly includes SGX-listed companies and those issuing debt or equity for SGX trading; regulated financial entities such as banks, insurers, funds, fund managers and securities brokers/dealers; and other public fundraisers such as charities, IPCs and religious organisations. Company and dormancy definitions refer to Companies Act sections 4(1) and 205B(2); hot review refers to Practice Direction 4 of 2010. The notice was updated on 5 March 2026 to align with updated Practice Direction 1 of 2024, without changing the historical periods.
