How an employer’s nationality profile affects the application score.

Workforce size matters

Employers with fewer than 25 PMET employees receive 10 points by default. For employers with at least 25 PMETs, the score depends on the share with the candidate’s nationality.

Enter the organisation’s total PMET count and the count with the candidate’s nationality to calculate the nationality share and C3 points.

Include all nationalities. Do not use the total headcount of all employees.
Use the same reporting period. Include PRs by their passport nationality in government records.

This tool estimates C3 from your inputs. It does not determine the total COMPASS score or EP approval. Check Workforce Insights in myMOM Portal and use MOM’s SAT for the application assessment.

PMETs, PRs and the reporting basis
  • MOM updates the COMPASS workforce profile on the 6th of each month, using an average of the last 3 months of available data. A current headcount snapshot may differ. Decimal average counts are supported.
  • Nationality follows government passport records. PRs are grouped by nationality for C3; this differs from their local-employee classification for C4.
  • The denominator must use PMETs counted under MOM’s rules. Check the official guidance for the wage basis, excluded pass types and overseas-branch employees.

MOM uses the nationality in Singapore Government passport records, including for permanent residents. Employers can review their workforce profile in myMOM Portal.
