The 70% provision

An employer whose local PMET share is at least 70% receives at least 10 points, regardless of its position within the sector. A workforce percentage and a sector percentile are different measures.

C4 local employment points calculator

Enter PMET counts and the sector percentile from myMOM Portal to see the local PMET share, C4 points and calculation steps.

Include local and foreign PMETs from the same reporting period.

Local PMET share is not the sector percentile. A 60% local share does not mean the 60th percentile within the sector.

Without a sector percentile, a firm with at least 25 PMETs has no exact score; a local share of at least 70% establishes a 10-point minimum. Fewer than 25 PMETs receive 10 default points. Confirm the application assessment with myMOM Portal and MOM’s SAT.

Local PMETs, sector percentiles and reporting basis
  • Local PMETs for C4 include qualifying Singapore citizens and PRs receiving CPF contributions. PRs are classified by passport nationality for C3, which is a different measure. Total PMETs are not the full employee headcount.
  • The sector percentile ranks the organisation’s local PMET share against its sector peers. Obtain it from Workforce Insights; workforce counts alone do not establish that ranking.
  • MOM updates the workforce profile on the 6th of each month using an average of the last 3 months of available data. Use a consistent reporting period; decimal average counts are supported.
