Working in Singapore with an ICA-Issued Long-Term Visit Pass

Compare LOC, PLOC and Work Permit arrangements for different ICA-issued LTVP holders, including parents accompanying a child studying in Singapore.

Source reviewed: 2026-10-12

An LTVP alone does not permit employment

An ICA-issued Long-Term Visit Pass does not by itself authorise work in Singapore. The holder needs the relevant work authorisation. Work in objectionable occupations, such as a dance hostess or masseur, is prohibited. For a Work Permit application, the LTVP should have at least four months of validity remaining.

Spouses and children of citizens or permanent residents

For spouses and children under 21 of Singapore citizens or permanent residents, an ICA-issued LTVP or LTVP+ can support a Letter of Consent arrangement. Find a job first and have the employer apply for the LOC. Without an ICA LTVP or LTVP+, the person must qualify independently for an Employment Pass, S Pass or Work Permit. LTVP/LTVP+ holders are not affected by changes to Dependant’s Pass holders’ work arrangements.

Pre-approved consent and restricted occupations

When applying to ICA for an LTVP/LTVP+ or renewing it, the applicant may choose to apply for a Pre-approved Letter of Consent. A PLOC permits work without first securing a job. However, PLOC holders cannot use that arrangement for restricted occupations, including journalist, editor, sub-editor, producer and religious occupations; the prospective employer must apply for an LOC for such work.

Other family members

Parents of Singapore citizens or permanent residents who hold an LTVP may work on a Work Permit and count only towards the employer’s overall quota. Other family members without an LTVP must meet the Employment Pass, S Pass or Work Permit criteria on their own merit.

Parents accompanying a child studying in Singapore

An LTVP holder accompanying a child studying in Singapore cannot work during the first year of stay. After one year, the parent can find a job and the employer can apply for a Work Permit. Such a permit allows work in any sector, has no source-country restriction, counts only towards the overall employer quota, and is subject to foreign-worker levy. Objectionable occupations, including bar or dance hostess and masseur, remain prohibited.

Documents for a parent’s Work Permit

Prepare copies of the child’s Student’s Pass and birth certificate, a school letter stating the child’s current education level, the parent’s current LTVP, and the passport personal-particulars page. These are the documents MOM lists for the accompanying parent’s application.

Work authorisation depends on the LTVP remaining valid

The Work Permit remains valid only while the ICA-issued LTVP is valid. If the LTVP expires or is cancelled, the Work Permit expires or is cancelled too. To continue working, the person must qualify for a regular work pass, such as an S Pass or Employment Pass, under the prevailing salary, quota, source-country and other applicable criteria.
