Purpose and publication date
IRAS’21 December2021 guide explains how an organisation authorises staff or a tax agent to submit commission income electronically, and how it maintains the commission contact in myTax Portal. Corppass is the organisation’s access-authorisation system; Singpass authenticates the individual. Authorising the entity’s service and assigning it to a person are separate steps. The screenshots and sample2022 effective dates describe the published workflow, rather than imposing a universal start date on new authorisations.
Registered Officer, administrator and user
A Registered Officer has legal authority for the entity, for example a director, corporate secretary, partner or sole proprietor; an entity may have more than one. The officer appoints the Corppass administrator and approves an appointed administrator’s online registration. The officer can also become administrator. The guide permits at most two administrators, who manage the entity’s government services, users and authorisations. Users have no stated numerical limit and perform authorised transactions. An administrator still needs the specific service authorisation before transacting.
Create the required accounts first
Only the Registered Officer or someone appointed by that officer may register an administrator account. An appointed person needs the officer’s approval after submitting the registration request. If the administrator will submit to IRAS, proceed to service assignment; otherwise create a user account for the person who will transact. Existing organisations can find their administrator through Corppass Services > Find Your Corppass Admin. The guide links separate Corppass instructions for officer registration, appointed-administrator registration, approval and user/third-party management.
Select the commission service for the organisation
Log in at Corppass with Singpass using the app or password flow. Open e-Service > Select Entity’s e-Services. Search or filter for commission records, select Submission of Commission Records and continue with Next. This first assigns the service to the organisation; it does not yet authorise a particular employee to submit.
Third-party selection and the entity confirmation
Enter Third Party Entity Name only when authorising a third party; otherwise leave the default blank. Use Add New for additional third parties under the same service. Continue, check the selected service and submit. A confirmation states the service is ready to be assigned to users. Select Assign selected e-Services to proceed. Tax-agent authorisation has its own linked step-by-step guide; the employee workflow should not be assumed to cover every agent relationship.
Assign the service to administrators or users
Open e-Service > Assign Selected e-Services, select the people who need access and continue. Choose Submission of Commission Records and Next. If different people need different services, assign them separately rather than applying one common service selection to the whole group. An administrator may assign the service to themselves when they are the actual submitter.
Approver role and authorisation dates
For submission, select the Approver role, choose the intended Authorisation Effective Date and leave Authorisation Expiry Date blank as instructed. Continue to review. Page10 explicitly says only staff authorised as Approver for Submission of Commission Records can submit via myTax Portal. Page14 separately allows Approver or Preparer to see the service link. Seeing the link is therefore distinct from having final submission authority.
Review and complete personal authorisation
Expand the plus sign to inspect the assigned users, service, role and dates. Confirm the details and Submit. Wait for the successful-assignment confirmation. The guide shows separate confirmation screens for assigning a service to an entity and assigning it to its users; completing only the first leaves the person’s access unfinished.
Open the commission contact in myTax Portal
At the IRAS website choose LOGIN > Login to myTax Portal, or enter myTax Portal and choose Business Tax. Authenticate with Singpass. Open More > Submit Commission Records. A user with the service’s Approver or Preparer role can view this link. A first-time user fills in the authorised-person details and saves; an existing commission-paying organisation selects VIEW/UPDATE for the authorised person’s details. This maintains the contact for important commission e-submission updates.
Required contact fields and saving changes
The screenshots show required authorised-person name, designation and email address. Supply at least one contact number: office or mobile. Amend the details and select SAVE. The screen notes that matters relating to this service will be directed to the named authorised person, so the saved contact should be someone able to handle the organisation’s commission-record correspondence. Updating a contact does not replace the Corppass service/role assignment.
