Corppass Authorisation for Employment Income Records: Complete Setup Guide

The September 2025 manual explains officer, administrator and user roles, entity-service selection and the Approver permission needed for submission.

Source checked · 11 October 2026 · Document date: 18 Sep 2025

Version and the purpose of authorisation

This thirteen-page guide was published on 18 September 2025. Corppass lets an organisation authorise staff or a third party, such as a tax agent, to use IRAS e-services on its behalf. Employment income cannot be submitted simply because someone works for the organisation or has a Singpass login: the appropriate entity and user authorisations must be set up.

Registered Officer, administrator and user

A Registered Officer is legally authorised to act for the entity, such as a director, secretary, partner or sole proprietor. There can be more than one officer. The officer appoints a Corppass Admin and approves the online registration where required. The Admin manages entity services, user accounts and service permissions; the officer can also become an Admin. The guide states a maximum of two Admins per entity. A Corppass User is authorised to transact for the entity, with no stated limit on user numbers.

Administration rights and transaction rights differ

The guide’s role matrix permits an Admin to register, manage entity e-services and manage users and their permissions. Ordinary users do not have those administrative functions. Both an Admin and a User may transact only when the relevant e-service authorisation is granted. Becoming the administrator does not automatically grant the employment-income submission permission.

Step 1: register and approve the Admin account

The Registered Officer, or someone the officer appoints, registers the Admin account. The guide links separate Corppass instructions for an officer registering personally and an appointed administrator. An appointed administrator’s registration requires officer approval, with a further account-management reference. To find the entity’s administrator, use Corppass Services and Find Your Corppass Admin.

Step 2: create the actual submitting user

If the Admin will transact personally, proceed to service assignment. Otherwise create a Corppass User account for the submitting person. The guide links additional account and third-party instructions. If a tax-agent entity will act for the employer, follow the separate IRAS tax-agent Corppass guide from page 45 onward and select Submission of Employment Income Records for its relevant users. Staff assignment and authorisation of another entity are not interchangeable.

Step 3A: select the entity’s IRAS e-service

Sign in to Corppass with Singpass, using the app or password route shown. Open e-Service and Select Entity’s e-Services. Search or filter for employment income, select Submission of Employment Income Records and continue with Next. Do not inadvertently select the adjacent commission-record or donation-record services illustrated later in the manual.

Enter a Third Party Entity Name only when authorising a third party; otherwise leave it blank. Add New allows more than one third party for the same service. Check the selected service and submit. The first confirmation says the service is ready to be assigned to users, not that user authorisation or income-record submission is already complete.

Step 3B: assign the selected service to people

Continue with Assign selected e-Services, or open that item from the e-Service menu. Select the intended Admin or User accounts and proceed. If particular users require different service access, assign them individually. Select Submission of Employment Income Records and continue to the additional details screen.

Choose Approver and the effective date

Set the role to Approver and select the preferred Authorisation Effective Date. The manual instructs leaving Authorisation Expiry Date blank. Only staff with the Approver role for this particular service can submit records to IRAS. A different service permission or an administrator title alone does not satisfy this requirement.

The final screenshot displays 1 January 2025 as an illustrative effective date and 31 December 9999 as an expiry after the blank-expiry instruction. Those are screenshot examples, not dates to copy into every account. Follow the preferred effective-date instruction and confirm the resulting authorisation details shown by the live service.

Final checks and the second confirmation

Expand the plus control to see the assigned users. Verify the person, entity, exact e-service, Approver role and effective date, then submit the assignment. A confirmation states the service has been assigned to the users. This is the second, user-level completion; it is distinct from the earlier entity-service confirmation. The workflow authorises access and does not itself lodge employees’ income records.
