Identify the correct subject and version
The circular dated 15 June 2007 concerns non-resident public entertainers, including stage/radio/television artistes, musicians and sportsmen performing in Singapore for fewer than 183 calendar-year days. It is not the separate professional net-income election guide. Its new section 45 GA process started 1 January 2008; the following dates and examples are historical.
From agent appointment to withholding
Previously IRAS could appoint a local agent under section 57, with IR 153, assessment notice and immediate payment. The new process required a payer to deduct 15% of gross income, notify and remit via IR 37 D together. The entertainer would not receive an assessment notice; a payment confirmation would go to the payer.
Old deadline and date of payment
The circular used the 15 th of the FOLLOWING month: payment on 2 February 2008 meant 15 March 2008, giving 15–45 days. Payment date meant contractual accrual or liability where earlier than actual cash; monthly fees accrued at month-end. This following-month deadline must not be copied into present instructions.
Consolidation for one engagement
For the same entertainer and engagement, payments between first and last dates within sixty days could be consolidated. The historical deadline was the 15 th of the month after the last payment. Payments outside the sixty-day window followed the usual deadline rather than extending the window indefinitely.
Accommodation, airfare and the complete example
Payer-borne accommodation for sixty days or less in a calendar year and airfare were excluded by administrative concession; self-borne costs could be deductible as described. In the example, lodging and airfare cost S$10,000 for 1 April–15 May (45 days), and fees totalled S$80,000 in two S$40,000 payments on 15 April and 15 May. Tax was S$12,000, due 15 June under the historical rule.
Late payment example
Paying on 20 June rather than 15 June triggered 5%. After thirty days, additional 1% applied for each completed month, capped at 15% additional. Payment on 20 September attracted total 7% in the example: 5% plus two completed months, not all months rounded upwards.
Current deadline cross-check
The current IRAS filing and payment page uses the 15th of the SECOND month from payment, while retaining sixty-day consolidation for the same engagement. Consult that current page rather than the old IR37D process or deadline: https://www.iras.gov.sg/taxes/withholding-tax/withholding-tax-filing/withholding-tax-filing-and-payment-due-date/ . The source circular remains linked for historical comparison.
