April 2026 FAQ for IPCs and qualifying grantmakers

The eleven-page document dated 24 April 2026 explains the Manage Donation Submissions service, three correction questions, eight receipt questions, six record questions, three submission questions and common-error cases. It concerns institutions’ donation records, not submitting a donor’s personal tax return.

Correct a donor or date: cancel and replace

For the wrong donor or donation date, send batch A revision retaining the original donor ID/date/receipt/type but setting amount to ZERO to invalidate that record. Then send batch O original for the corrected donor or date. Do not merely change an identifier and assume the old record disappears.

Correct only the amount: overwrite

Where identity/date/receipt/type are correct, batch A uses those same fields with the COMPLETE correct amount. The system overwrites the old amount. This differs from the employment-income amendment system’s plus/minus difference method.

Receipts: beneficiary gifts and auctions

Cash gifts to IPC beneficiaries can qualify where used for the intended purpose and given to all beneficiaries rather than specified individuals. For auction purchases, the deductible receipt is donation amount LESS market value of the item; a professional dealer can establish value. The donation-with-benefits guide supplies further treatment.

Receipts: company cheques, estates and artefacts

Issue receipts only to rightful donors, not automatically an individual just because they request one for a company cheque. Qualifying estate donations also receive receipts. Artefact deductions require donation to a museum with National Heritage Board Approved Museum Status. Food sponsorship at a fundraising event does not receive a deductible receipt.

Receipts: no statutory minimum

For accountability issue a receipt for each deductible donation. There is no general minimum donation amount; an IPC choosing an operational receipt threshold must communicate it when soliciting donations. A receipt label alone cannot create eligibility.

Identification and automatic relief

Obtain valid NRIC/FIN/UEN so IRAS can grant automatic deduction without a donor claim. If no deduction is wanted, a tax reference is unnecessary but do not issue a Tax Deductible receipt. Correct invalid IDs before submission; registered Singapore entities have UENs. Keep both individual and corporate deductible donations; non-deductible records may be retained in DMS but are not submitted to IRAS.

Retention, calendar year and avoiding duplicates

Keep records for at least five calendar years after the donation year ends. Submit January–December donations, regardless of IPC financial year. Do not transfer a deduction to another person because the rightful donor has no taxable income. Where payroll donations are already in employment-income submission through the Donation Corppass API, do not submit them again.

Every common donor-identity error

Ask collection staff for the ACTUAL donor’s tax reference. A trustee company or representative handing over money may not be the corporate donor. A company collecting employee gifts needs individual details/receipts; it may receive an ordinary non-deductible acknowledgement. Spouse/child receipts cannot replace the actual individual donor. Clarify rather than assume from who delivers the cheque.

Less common IRAS identifiers and support

Select the correct ID type for IRAS-issued ASGD and ITR identifiers. The document shows ASGD as A followed by seven numeric characters and a check digit (ANNNNNNNC), and ITR as nine numeric characters plus check digit (NNNNNNNNNC). N means numeric and C check digit. Do not reject a valid uncommon type solely because it is not a UEN. Resolve uncertainty or service enquiries with data_mgmt@iras.gov.sg.
