Historical FAQ scope
Published 5 September 2019, seven pages distinguish performance rewards from non-performance goodwill and allowable expenses. This is the original 2019 incentive FAQ, not a current consolidated filing manual; other commission-reporting guidance may separately explain organisation submissions.
Questions 1–4: rewards and value
Company incentives motivating sales or rewarding targets are taxable; goodwill door gifts/prizes or awards-night tickets with attendees not selected by performance are exceptions. Non-cash rewards taxable unless no commercial value, such as plaque/trophy. S$5,000 performance cash is taxable. Up-line rather than company payment is still taxable and agents report all sources.
Questions 5–7: travel purpose
Performance-linked conference flights taxable. Overseas reward trips and two-night local five-star hotel stays taxable regardless of location. By contrast, a two-day overseas new-product training for all agents, unrelated to performance, has non-taxable sponsored accommodation/meals/transport under the example. Purpose and selection matter.
Questions 8–11: goodwill and recruitment
Goodwill team bonding generally not a taxable agent incentive, but sponsored family hotel/airfare is taxable on the agent. Child-care subsidy to recruit/retain mothers taxable. Company-paid initial CEA licence as join incentive taxable. Performance-reward MDRT travel/accommodation taxable; membership networking alone does not turn the reward into exempt training.
Question 12: sign-on repayment
Sign-on bonus taxable when full payment is made, even with repayment conditions. If later clawed back for missed targets, the FAQ permits deduction in the YEAR OF REPAYMENT. Reconcile later organisation-reported net commission to avoid counting the same recovery twice.
Questions 13–14: expense distinction
An expense must be wholly/exclusively for commission income. The MDRT example denies all its meeting/conference expenses as social networking, including uncovered costs, rather than granting deduction because incentive was taxable. Licence RENEWAL fees are allowable income-producing expenses, separate from initial licence recruitment benefit. The PDF lists historical telephone/email contacts; use current IRAS contact information for action.
