Who qualifies as a tourist
The FAQ covers claims applied from 4 April 2019 and includes later electronic Visit Pass guidance. You must be at least16 on purchase date, neither Singapore citizen nor permanent resident, and not crew of the aircraft on which you leave. You must not be a specified person on purchase date, at any time in the preceding three months or on airport claim date. A Social Visit Pass visitor may qualify if all conditions and retailer participation are met. No minimum stay or maximum refund amount is imposed by this FAQ. A cruise crew member flying home as an ordinary passenger is not barred by the aircraft-crew condition alone.
Excluded passes and foreign-official categories
Specified persons include holders of Work Permit, Training Work Permit, S Pass, Employment Pass, Training Employment Pass, Personalised Employment Pass, EntrePass, Work Holiday Pass, Miscellaneous Work Pass or Letter of Consent, as well as Dependant’s Pass, Long-Term Visit Pass/Plus and Student’s Pass. It also includes relevant MFA identification-card holders: diplomatic/consular, administrative, technical, service or other staff of foreign embassies/high commissions/consulates; international organisation, representative-office or trade-office staff; and their spouses/dependent children. The three-date test applies, not only your departure-day status.
Minimum spend and documents at purchase
Spend at least S$100 including GST. Combine at most three same-day invoices/receipts only where retailer GST registration number and shop name match. Ask the participating retailer to record the refund transaction and present the original passport personally for digital capture: copies/images do not qualify. Present ICA’s e-Visit Pass for verification. The guide notes air arrivals receive it by email to their SG Arrival Card email from 11 March 2022. Keep the original purchase receipt/invoice.
Eligible purchases and retailer participation
Retailer participation is voluntary; look for Tax Free signage or ask before purchase. GST-charged goods generally qualify except wholly/partly consumed goods, commercial/business exports, freight exports and accommodation in hotels/hostels/boarding houses or similar premises. Services consumed in Singapore, including rental cars, entertainment and tours, do not qualify. The retailer must create the eTRS transaction at purchase; Customs or another agency cannot create a missing one later at the airport.
Departure route and the three time limits
Leave with the goods via Changi International Airport or Seletar Airport within two months of purchase. Land exits such as the Causeway and sea/cruise terminals do not qualify. After claim approval leave with the goods within12 hours, and claim the refund from the approved central refund-counter operator within two months of approval. These purchase-to-export, approval-to-departure and approval-to-collection limits are different.
Check transaction records and apply at the airport
Passport details retrieve the recorded purchases. The source offers touristrefund.sg/eTRS app to check issued transactions. On departure day bring goods, original receipts, passport, e-Visit Pass and travel documents to the designated GST Refund area and use the self-help kiosk. Read the status and instructions before leaving. If an inspection slip is issued, attend Customs Inspection with the goods; otherwise the kiosk displays approval. Overseas authorities cannot endorse/approve a missed Singapore refund claim after departure.
Checked baggage versus hand-carried valuables
Bulky/checked-in goods must be claimed before checking them in so inspection remains possible. Small high-value hand-carried goods such as jewellery are claimed after immigration in the Departure Transit Hall. Customs can inspect in either case. The transit-hall rule helps prevent approved tax-refunded goods returning to local consumption. Once approved, do not remove the goods from the departure hall or give them to someone in Singapore; the FAQ’s television given to a locally working son is expressly prohibited and attracts penalties.
Payment methods and fees
The PDF lists credit card, cash or Alipay at Changi, and credit card or Alipay at Seletar. Credit-card payment is within10 days; cash is collected at the Changi Departure Transit Hall cash counter; Alipay is credited immediately. These are the source’s stated methods, not a newly verified operational guarantee. Refund agencies deduct handling/administrative charges, so the amount received is less than the GST paid. The source gives no universal fee rate.
The source’s missing-refund contact
For overdue payment the FAQ names Global Tax Free Pte Ltd: crc.helpdesk@global-taxfree.com, touristrefund.sg, telephone +65 6513 3756 on weekdays9am–6pm and +65 6546 5074 after6pm/weekends/public holidays; address541 Orchard Road #12-04/05 Liat Towers Singapore238881. These are PDF contact details and should be verified if used operationally. Do not turn them into a request for the website’s visitors to send passport data to your business.
Returning with the goods and the legacy-ticket note
Reimported goods are subject to GST. The source gives personal-use relief S$500 after at least48 hours away or S$100 after less than48 hours, with declaration for goods above relief. Earlier tourist refund is not permanent exemption. eTRS tickets stopped for purchases from4 April2019; the last FAQ advises contacting the retailer if old-ticket purchases are not retrieved. Its printed automatic-retrieval date range runs from4 April2019 to3 April2019 and is internally impossible; do not publish that as a usable eligibility window or guess its intended replacement.
