Purpose and individual licensing
IRAS’ GoBusiness New Licence Application System Guide demonstrates applying for an Appraiser’s Licence (Lands and Buildings). Under the Appraisers Act, a valid licence is needed to appraise Singapore land/buildings. It is issued to an individual, not a company; the entry page says third-party filers are not available. The screenshot examples are dated January 2025 but the PDF supplies no publication date. It explains the illustrated process rather than guaranteeing unchanged current fees or screens.
Academic, experience and SISV requirements
The information screen requires an NUS real-estate degree or equivalent and at least two years’ relevant practical experience under a licensed appraiser’s supervision. The applicant must be a Member or Fellow of SISV; Probationer membership has not qualified since 1 January 2014. Membership evidence refers to the Valuation and General Practice Council. These are separate requirements, so membership alone does not replace the degree, supervised experience or reports.
Prepare all supporting evidence
Prepare NRIC/FIN front and back, degree certificate, SISV membership-confirmation letter, employer letter, supervising licensed appraiser’s testimonial and three recent valuation reports referred to in that testimonial. The testimonial should certify ability to work independently and identify the applicant’s reports with supporting details; the form offers a downloadable template. The employer letter confirms that on licence issue the applicant will act as its appraiser/valuer; self-employed applicants state current employment status and company details. Each of the three reports has its own upload slot.
MediSave condition for self-employed applicants
The information screen states that self-employed Singapore citizens/PRs with annual net trade income above S$6,000 must have MediSave payable up to date. It says IRAS processes the application only if MediSave is fully paid or an active CPF GIRO arrangement exists. The later form’s MediSave question applies only to self-employed applicants. This is distinct from income-tax payment and SISV validation.
Enter through GoBusiness and Singpass
From the Appraiser’s Licence entry select Apply on GoBusiness, log in as an individual with Singpass app QR or the displayed ID/password option, review the information/FAQ and select Apply. The entry gives estimated processing 15 working days and estimated completion 15 minutes; these are the source’s estimates. Corporate login cannot replace the individual licence-holder’s authentication. The separate renewal FAQ likewise requires the holder to validate their own Singpass submission.
General and application details
Review applicant name, identity type/number, email, contact number and correspondence address, using postal-code retrieval and floor/unit/building fields as applicable. Select Application Details. Add citizenship, birth date, sex and residential address, then salaried/self-employed status, company, designation, joining date, office phone and company address. The optional work-history section can add company, designation, joining date and years as appraiser, with records added to its table. Use Save Draft where needed; all fields are mandatory unless marked optional.
Validate membership and answer status questions
Enter SISV membership type/number and select Validate; the form displays membership status and asks about intended renewal and notifying IRAS if it does not occur, warning of licence consequences. Answer whether convicted in a court in any country and whether declared bankrupt. The screenshot instructs a Yes respondent to save the application as Draft and provide incident details to appraiserlicence@iras.gov.sg. Answer the self-employed MediSave question where shown. Sample answers should never be copied as declarations.
Upload formats and review
Supporting slots accept one file each up to 2 MB in JPG/JPEG/GIF/DOC/DOCX/PDF. Filenames must not exceed 130 characters and cannot contain spaces; permitted characters are letters, numbers, underscores and hyphens. Upload a readable combined ID front/back file and the required evidence, including three separately uploaded reports. Review Form consolidates details and attachments; it warns changes cannot be made after the next step, so use Back to Edit for corrections before Declaration.
Declaration and payment
Read the correctness/legal declaration, acknowledge responsibility for false statements and updating IRAS when information changes, tick confirmation and choose Make Payment. The payment screenshot shows S$125 and no GST amount, with credit/debit card or PayNow QR options. The embedded FAQ mentions Visa/Master cards; the later payment screen additionally provides PayNow, so use the live options presented. Review the actual payable amount rather than assume the illustration is the current fee.
Acknowledgement, status and downloadable licence
After successful payment the acknowledgement shows the application/receipt references and Download Tax Invoice for the payment receipt. Approval is notified by email after agency review, and the electronic licence becomes downloadable on approval; it is not mailed to the residential address. Use Dashboard → My Submissions to monitor status and available invoice/licence actions. For the approved certificate use Licences → My Licences → Active Licences → correct licence → Select Action → Download. Keep payment receipt and official certificate separately.
Validity, annual renewal and amendments
The embedded FAQ says the licence expires on 31 December each year, practising without a valid licence is an offence, and next-year renewal must be made before 21 December of the current year. Existing holders are sent a November email reminder to the registered address. The illustrated fee is S$125 for new and renewal licences and S$20 for employer/company-name or residential-address amendments, with supporting files required. The FAQ allows cancellation but says no refund after an approved licence is cancelled. These are the pictured guide’s terms and amounts; refer to current IRAS/portal instructions for an actual transaction.
Enquiries and practical distinctions
IRAS administers the licence; the guide supplies appraiserlicence@iras.gov.sg for licence enquiries/contact changes and links a valid-appraiser list. The embedded older FAQ prints GoBusiness technical helpdesk 6774 1430; use the current GoBusiness help channel if contact details have changed. Questions about qualification/evidence go to IRAS, whereas login/upload/payment navigation issues go to GoBusiness. This application guide is not itself the licence or proof of approval.
