Tax Seminar for Domestic-Worker Agencies: Income, Expenses and Record Evidence

An archival seminar explains self-employed agency reporting, record systems, deductible costs, capital allowances and common reporting errors, with conflicting old thresholds identified.

Source checked · 11 October 2026 Historical document

Scope and historical material

The forty-slide seminar addresses self-employed domestic-worker agency operators: sole proprietors and partners of partnerships, LLPs or limited partnerships. It covers income-tax filing, Medisave, payment, records, mistakes and penalties. The deck has no clearly stated presentation date; its form screenshots refer to YA 2008 and its contact screenshot shows December 2020 material. Those mixed historical components should not be treated as a newly dated tax guide.

Personal return and partnership reporting

Operators file Form B; a precedent partner additionally files Form P. Sole proprietors report in the trade, business, profession or vocation section. Partners report their own share comprising divisible profit or loss, salary, bonus, CPF, interest, rent and other partnership income. Income is taxed in the following year. Choose an accounting period at commencement, commonly ending on 31 December. Complete and accurate income reporting and five-year business records are required.

Medisave and the GST threshold

Self-employed Singapore citizens or permanent residents with net annual trade income above S$6,000 must contribute Medisave. Net trade income deducts allowable expenses, capital allowances and trade losses; IRAS issues a computation notice. The slides describe compulsory GST registration when turnover exceeds S$1 million or expected turnover for the coming twelve months exceeds it. The deck’s abbreviated turnover statement is historical; registration timing and calculation need the applicable detailed rules.

Two-line and four-line statements: the source mismatch

The explanatory slide uses two figures—revenue and adjusted profit/loss—at S$200,000 or less, and four figures below S$500,000 but above S$200,000. It calls for four figures and certified accounts above S$500,000. By contrast the older form screenshot uses S$100,000 for the two-line threshold and S$500,000 or more for accounts. The exact S$500,000 boundary is therefore not consistently worded. Keep accounts regardless of summary filing, and do not use the screenshot or its conflicting boundary as a current filing rule.

Assessment payment and instalments

Tax is due one month after the Notice of Assessment. The deck offers twelve interest-free monthly GIRO instalments, states a 5% late-payment penalty if unpaid by the due date, and warns of enforcement for continued nonpayment. Payment deadlines remain distinct from the requirement to retain records; receipt of an assessment does not justify discarding them.

Receipt, invoice and daily-sales controls

The slides identify S$18,000 goods and S$12,000 services receipt thresholds, serial receipts and receipts on request. Complete cash-register sales with credit-sale invoices, or software generating and retaining duplicate invoices, provide alternative controls. Without a cash register, record all cash and credit sales daily and make necessary adjustments. Invoices identify business and registration details, date and number, customer, description and price, discounts and total. Credit notes correct defective supplies or invoicing errors.

Banking, purchases and payment vouchers

Separate personal and business banking, deposit business receipts into the business account and keep statements. Purchases need supplier invoices and receipts with date, supplier, amount and description; annotate missing descriptions and maintain a purchase book. Where a payment voucher is needed, record the supplier’s full name, identification number and address, the date and services, and recipient acknowledgement. File the vouchers rather than relying on remembered or estimated spending.

Payroll and ordinary deductible costs

Maintain employee details, payment vouchers or remuneration schedules, dates and services, CPF statements and IR8A, with a log for part-time staff. The examples allow business rent, property tax and mortgage interest on owned business premises, utilities and business calls, employee salary/bonus and statutory employer CPF. Repairs, vans or lorries used in business and accountancy fees can also qualify. Each expense still needs its business connection and documentary support.

Private and capital exclusions

Exclude the proprietor’s own salary, bonus, Medisave/CPF, medical costs, income tax, personal insurance and donations, family entertainment and household costs, and private borrowing interest. Fixed-asset cost, depreciation, initial licensing/registration/signboard fees, fines and penalties are not ordinary deductions in the slide table. Private E/S-plate car petrol, repairs, parking, ERP and insurance remain disallowed even for business travel; home commuting is also disallowed. Capital allowances, where available, are a separate claim.

Capital allowances and renovation relief

One-year allowance covers computers, peripherals, fax machines and qualifying automation equipment. Low-value assets costing no more than S$5,000 each are subject to a S$30,000 YA cap. A three-year method applies to qualifying assets. The section 19 working-life slide shows 20% initial allowance in the first year and annual allowance based on 80% of cost divided by working-life years in the second and later YAs; this describes the displayed method, not a comprehensive claim schedule. The historical renovation/refurbishment slide gives a S$300,000 cap for a relevant three-year period commencing when expenditure is incurred.

Transport logs and five visual templates

Travel logs record date, destination, mode, traveller, business purpose and cost. The five illustrated templates show daily gross receipts across twelve months; monthly wages with employee identity, salary, employee/employer CPF, SDL and FWL; annual monthly expenses including rent, advertising, insurance, air tickets, MOM charges, CPF and medical service; purchases by supplier, goods and amount; and a signed accounts statement. The statement adds service fees and other operating revenue, subtracts direct costs for gross profit, then allowable expenses for adjusted profit.

Revenue and expense mistakes

Common errors omit issued service invoices, report net receipts instead of complete revenue, or omit money paid into personal accounts. Expense errors include duplicate entries, absent evidence and estimates. Private travel and domestic costs are not business deductions, nor are personal Medisave and voluntary CPF entered as business expenses. The recordkeeping duty continues after assessment and requires complete, understandable source documents, not sketchy totals.

Penalties and voluntary disclosure

The deck lists inadequate records, failure to file, incorrect returns and evasion as offences, with fines or imprisonment depending on seriousness; it does not assign a separate numerical penalty to every offence. Qualified timely voluntary disclosure within one year of the statutory filing date can avoid penalty, while later disclosure is described as a reduced 5% per annum of understated income tax. Disclosure relief is subject to conditions rather than automatic whenever an error is admitted.

Practical recordkeeping and historical assistance

Set up a filing system at commencement, obtain source evidence when each transaction occurs, and keep accurate, understandable records up to date. The visual contact slide directs readers to online chat and telephone, secure myTax Mail, appointments at least two working days ahead and confidential tax-evasion reporting. It shows weekday 8am–5pm and certain holiday-eve 8am–1pm hours and older login methods; these are historical contact details. The final slide stresses that the presentation is general and correct only as at its presentation date.
