The original IRAS Chinese PDF explained in English, covering gross income, expense evidence, allowances, overseas-performer withholding, MediSave and all six record templates, with historical rules clearly dated.

Source checked · 11 October 2026 · Document date: 30 December 2020

Historical IRAS guide and who it covers

This article explains IRAS’s original Chinese guide of30December2020, first published5July2010, for self-employed entertainers and organisers of entertainment shows. Examples include emcees, magicians, singers and other performers, operating alone or in partnership. Its dates, rates, filing procedures and penalties describe that edition, including a temporary non-resident performer rate ending31March2022; they should not be treated as a current-year schedule. This English explanation is based on that IRAS source, not a translation of an independently written Chinese website article.

Five-year records and complete gross income

Keep invoices, receipts, payment vouchers and statements for at least five years. IRAS does not accept rough estimates or inadequate records; submit supporting records only when requested. Record all business receipts, including overseas and cruise performances, red packets, endorsements, film appearances and recording royalties. If receipts are used immediately to pay expenses, record the amount and include it in gross turnover before separately deducting eligible costs. Employees obtain IR8A; freelance performers obtain an annual fee statement from the engager.

Expense evidence and project-based accounting

Business entertainment needs receipts and a transaction description; stage costumes, makeup and hairstyling need bills; phone costs need provider statements. Keep taxi or other travel evidence. For hired drivers record performance date, driver identity and registration, and pay; the guide requires market-rate pay to a non-family driver. Support assistants’, workers’ and performers’ pay with vouchers and wage records and employer CPF with statements. Retain asset invoices and promotional receipts. Add a description when a receipt omits the purchase, and when none is issued record supplier, date, quantity or service and payment. Organisers may record income and costs by show and aggregate annually; performers’ shared costs make monthly records more suitable.

Separate banking and certified accounts

Separate business and personal bank accounts, restrict the business account to business transactions and retain both sets of statements or passbooks. Certified accounts in this guide mean a profit-and-loss statement and balance sheet confirmed and signed by the taxpayer as accurate; it does not say that every account must be externally audited. Annual records support the statements. The balance sheet shows assets, liabilities and capital; an accountant may assist with preparation.

The guide’s filing timetable and business year

The2020 guide specifies15April for paper filing and18April for e-filing, payment within one month of assessment or12-month GIRO instalments. It describes receipt of FormB/B1 by15March after starting and a new-taxpayer registration form if no form arrives, including historical fax/post/email channels. Income earned in2020 is assessed inYA2021. First-year results run from commencement to31December, then1January–31December annually. Sole proprietors report under trade/business/profession/vocation; the precedent partner files FormP and partners declare their shares on FormB, including allocated profit/loss, salary, CPF, interest, rent and other Singapore income described in the guide.

Turnover, statement thresholds and adjusted profit

Turnover is gross receipts before expenses. A four-line statement contains turnover, gross profit/loss, deductible expenses and adjusted profit/loss; sole proprietors with turnover no more thanS$200,000 use two lines, turnover and adjusted result. The source requires certified accounts when turnover isS$500,000 or more, but its next sentence also says no attachment when turnover does not exceedS$500,000. Those statements overlap at exactlyS$500,000; confirm the applicable filing instruction rather than relying on that ambiguity. Prepare accounts and retain records regardless. For the service business described, gross profit equals turnover because there is no goods cost. Adjusted profit deducts eligible expenses and capital allowances.

Deductible costs versus private or capital expenditure

Costs must be incurred solely to earn business profit. The examples allow stage construction, performer/band and staff pay or bonuses, stage appearance costs, licences and registrations, business phone and public transport, employer CPF, maintenance of qualifying commercial vehicles, commercial-property repairs, accounting, business entertainment and promotion, including cash contributions solely for business publicity. Private food and household costs, family/friend entertainment, own pay/bonus and own CPF/MediSave, personal medical/tax/insurance/donations, private loans and interest, private-car running costs including ERP/fuel/parking, fixed-asset purchase cost, depreciation and fines are not business deductions. Business assets may qualify for capital allowances instead of an immediate expense deduction.

The2020 capital-allowance methods

Computers, fax machines and automation equipment can qualify for a one-year write-off. The guide also allows assets costing no more thanS$5,000 each, capped atS$30,000 a YA, under the low-value one-year method. Most other assets can be written off over three years, excluding cars, motorcycles and light goods vehicles as stated in this edition. Useful-life treatment gives20% initial allowance and annual allowances of the remaining80% divided by the working life: six years for lorries, pickups and goods vehicles, eight years for motorcycles and bicycles. Private cars do not qualify; the guide separately mentions Q-plate cars with COEs obtained before1April1998. These are the source’s historical rules.

Business losses and cessation

Losses and capital allowances may offset other income of the same year, with employment income, interest, dividends and rent given as examples. Unused amounts can be carried forward. The guide distinguishes cessation: remaining business losses may be carried forward after the business ends, but unused capital allowances may not. The source does not detail every statutory condition for using losses.

Hiring overseas performers: historical withholding

The edition states15% withholding, with a temporary10% rate for payments from22February2010 to31March2022. Submit through myTax Portal and, under its stated timetable, pay by the15th of the following month. Taxable items include all fees/commissions/tips, allowances and benefits such as meals and payer-borne tax. Payer-paid airfare and accommodation of no more than60days in the same calendar year receive the stated concession; accommodation exceeding60days makes the entire accommodation amount taxable. Performer-paid airfare and accommodation within that60-day limit are shown as deductible under the concession. Do not carry the expired10% rate forward into later payments.

Two withholding examples and a confirmed printed error

The guide’s20-day singer example hasS$5,000 fees, payer-paid hotel atS$200 daily and singer-paid airfareS$1,500. Hotel is exempt under the stated concession and airfare deductible, leavingS$3,500;10% tax isS$350. If the organiser also pays the tax, the gross-up is3,500×10/90=S$388.89, with taxable income arithmeticallyS$3,888.89 and taxS$388.89. The original PDF visually printsS$3,388.89 for taxable income, an addition error inconsistent with its formula and tax. These examples illustrate the historical10% period, not a current withholding calculation.

Payment date, grouped payments and late-payment charges

Payment date is the earliest of the contractually due date, invoice date if there is no contract, credit to the performer’s or designated account, or actual payment. The guide permits grouping multiple payments to the same overseas performer for the same show where the first and subsequent payments are within60days, while retaining its following-month15th payment requirement. It states a5% late-payment penalty and an additional1% each month up to15%. These deadline and charge descriptions are those printed in2020.

MediSave and contribution relief

The guide requires self-employed Singapore citizens and permanent residents with net trade income aboveS$6,000 annually to contribute to MediSave at the prescribed rates, subject to a ceiling. It describes net trade income after deductible business expenses, capital allowances and losses and a Notice of Computation following assessment. Mandatory and voluntary CPF relief is limited to the lower of the applicable statutory rate or relief ceiling. Relief follows payment year: for YA2021, pay by31December2020. CPF Board data supplies the automatic relief, so the guide says not to separately claim it on the return.

Offences and voluntary disclosure in the2020 edition

The source lists up toS$1,000 perYA for inadequate records or failure to file, with up to six months’ imprisonment for defaulting on the fine. An incorrect return without reasonable explanation can involve twice the undercharged tax, up toS$5,000 and/or three years; deliberate evasion or assistance involves three times the tax, up toS$10,000 and/or three years; serious fraudulent evasion involves four times the tax, up toS$50,000 and/or five years. Its voluntary-disclosure explanation describes no penalty for disclosure in the sameYA and5% yearly increments later, referencing section95 and possible prosecution for serious cases. These historical summaries are not a guarantee of present voluntary-disclosure eligibility or penalty outcomes.

Six appendices turn records into a return

Appendix1 is a daily income ledger by income source and year, with days1–31, January–December, monthly totals and annual total. Appendix2 is the engager’s dated annual-fee statement identifying the performer, address, identity number, year and total fees, signed for the business. Appendix3’s monthly payroll records worker name and NRIC/Malaysian ID/Singapore EP/work-permit number, wages, employee/employer/total CPF, Skills Development Levy and foreign-worker levy. Appendix4 totals monthly phone/pager, public travel, hired driver, entertainment, employer CPF, costumes, makeup, hairstyling and other costs across12months. Appendix5 records each organiser’s show date, income A, performer-by-name fees, phone, entertainment, staff, employer CPF and other costs B, then A−B. Appendix6 is an annual signed-income-account aid with taxpayer/address/date range, gross performance income, advertising, phone, stationery/postage/business cards, public transport, entertainment, staff, stage-appearance and specified other costs; its boxes1,2,3 give income, eligible expenses and difference, mapping into the four-line return. It does not remove the need to separately identify capital allowances or disallowed costs.

The source’s contact channels

For voluntary disclosure the guide lists iit_compliance@iras.gov.sg. General contact options include IRAS’s website, online chat and hotline on weekdays8am–5pm excluding public holidays, myTax Mail through myTax Portal, and the taxpayer service centre for individual-tax enquiries. It describes confidential reporting of suspected evasion through IRAS’s reporting template. These are the contact descriptions in the historical PDF; use IRAS’s official current contact pages when acting.
