House and unit number applications: new numbers, changes and withdrawal

How the Property Name and Address service handles new, changed and withdrawn house or unit numbers, including planning records, plans, applicant and owner details, and successful submission.

Source checked · 11 October 2026

The guide and the four application routes

IRAS published this Property Name and Address service user guide on 26 April 2023. It explains new house/unit numbers, changes to unit numbers, changes to house numbers, and withdrawals, followed by the applicant and ownership details shared by those applications. New erection, redevelopment, addition and alteration, or demolition affecting building layout can require an application for building identification. It is an address-allocation process, not an application for a company’s registered office or approval of a building’s use.

Obtain planning approvals before applying

Before submitting, obtain the relevant agencies’ planning approvals and approved building plans. Private projects generally use URA Written Permission; Planning Clearance can apply to projects undertaken by ministries or government. Street names used in an application must have been approved by the Street and Building Names Board. Once IRAS allots a number, the owner must display it conspicuously so it can be seen clearly from the road or main entrance, following the display guidelines.

Choose the correct application

Use a new-number application for a new private development, new public housing/public development, or additional units in an existing private development. Use a change application for reconfiguring existing units or for a house-number change arising from a street-name or main-entrance change. Withdrawal has three distinct outcomes: removing the house number and all units, removing all units while retaining the house number, or removing selected units only. Match the application to the physical change rather than treating all address changes as a new development.

Log in and start an application

Access the Property Name and Address digital service at https://digitalservice.propertynaa.gov.sg/, log in using the appropriate individual or business credentials, and choose Add a new application. The guide notes that one-time setup, account updates and two-step verification may be needed. Select New House and/or Unit Number, Change House and/or Unit Number, or Withdraw House and/or Unit Number as appropriate. Its screenshots show the interface as at the guide’s publication date.

Locate the correct site boundary

Search using the property address, building name, postal code or land description. Display land boundaries if useful, check the selected polygon, and confirm the location. If the polygon does not match the site, use the drawing tool to mark the correct area before proceeding. The selected polygon affects retrieved former addresses and URA development applications, so an inaccurate boundary can propagate incorrect information through the application.

New numbers: development type, former address and URA record

For a newly erected building or redevelopment, choose New Private Development or New Public Housing or Public Development and ensure the appropriate planning approval has been obtained. Check the former addresses retrieved from the site polygon and use add/delete controls where necessary. The guide states that all existing unit numbers attached to a former address will be withdrawn when the new house and unit numbers are approved. Review the retrieved URA application; select/edit the appropriate record, or search using URA’s ES Reference ID if it is not listed.

Generate house numbers and choose the numbering scope

Enter the approved street name and proposed house number through Add House Number. Choose whether to request only new house numbers, new house numbers together with unit numbers, or new units for an existing house number. For a single number such as 55 Newton Road, place 55 in the first house-range field and select continuous numbering. Generate the list and verify the street and number combination rather than manually assuming that an unapproved street name is acceptable.

Generate unit numbers and approved uses

When units are needed, use Add/Edit New Unit Number, enter the storey and unit-number ranges, and identify the use approved by URA. The list can be generated multiple times for developments with differing floor/unit patterns, then edited using add/delete controls and the use dropdown before saving. The system permits at most 2,000 units; submit a development with more than 2,000 units in parts. Check the automatically computed house/unit totals, use Export to review the list if needed, and confirm only after corrections are complete.

Change unit numbers after layout changes

For splitting or combining units, adding units or changing floor area, choose the change application and answer No to the question about a street-name or main-entrance change. Add the existing house number, select its street and house range, and generate the address list. Add/Edit Existing Unit Number uses storey/unit ranges, continuous/odd/even numbering and the approved use. Existing units must be valid numbers already issued by IRAS; invalid entries produce an error. Enter each proposed new unit number and the reason, edit the list and save, then verify the computed totals.

Change a house number following a street or entrance change

Where the street name or the property’s main entrance changes, select the change application and answer Yes to that question. Locate the site, add the existing house number and generate its street/number/postal-code record. Enter the proposed new house number and street name, effective date and reason for change. Add the affected existing units using storey and unit ranges, select continuous/odd/even numbering and approved use, and enter proposed new unit numbers where required. Invalid existing numbers must be corrected before saving. Review and confirm the generated totals.

Withdraw numbers after removal or demolition

Choose Withdraw House and/or Unit Number when a building or units no longer need their existing numbers because they have been removed or demolished. Locate the site and generate the existing address from its street and house-number range. Select whether to withdraw the house number and all units, retain the house number but withdraw all units, or withdraw only specified units while keeping other addresses. Generate the affected units from their floor and unit ranges and save; the system checks that they exist in IRAS records. Review the withdrawal counts and amend the list before confirming.

Plans and supporting attachments

For the application routes shown, upload a site plan with the relevant house numbers annotated; for withdrawal, identify the demolished or removed buildings/units and numbers to withdraw. The site plan must be PDF and no more than 2 MB. Approved building plans must be PDF and no more than 20 MB; the guide recommends typical floor and distribution plans, with clear boundaries and proposed unit numbers. Supporting documents can include planning approvals, Temporary Occupation Licence letters, landowner no-objection letters or public-housing block/street information. Accepted supporting formats include BMP, DOC/DOCX, GIF, JPG/JPEG, PDF, PNG, PPT/PPTX, TIF and XLS/XLSX, with a combined 20 MB limit.

Individual applicants and MyInfo details

Property developers, owners and appointed representatives may apply. When logging in as an individual through Singpass, applicant particulars are retrieved from MyInfo; Clear allows manual entry where necessary. Supply a contact number and email address, which are mandatory. An alternative telephone number and alternative email are optional, and all entered email addresses receive the same application notifications. Verify the retrieved details rather than assuming the login identity alone completes the form.

Business applicants and Enterprise Data

When logged in as a business using CorpPass, the guide shows company and applicant particulars retrieved from Enterprise Data. The company record includes its name, UEN and address; Clear allows manual completion. Provide the applicant’s mandatory telephone and email and check optional alternative contacts. Distinguish the applicant acting for the business from the actual property owner, because the ownership section still needs to be completed.

Owner identity, contacts and declaration

Ownership information is mandatory. Where it genuinely matches the company particulars, the matching-details checkbox can avoid re-entering information. Otherwise identify whether the owner is an individual or corporate entity and enter the relevant name, identification or company/UEN details and address. The owner’s telephone and email are mandatory. Declare that the information is true, correct and complete, noting that the declaration differs when the company-details option is used, then submit. A successful submission generates an email acknowledgement for applicant and owner, including alternative emails where entered.

Drafts, final checks and publication context

A draft is not received by IRAS and is not a successful application. The guide states that a draft remains available for 30 days after its last edit. Before submitting, confirm the application type, existing and proposed numbers, location polygon, approved street and development records, plan annotations, counts and contact details. The guide’s listed contact channels are 6351 2442 or 6351 2461 and housenumber@iras.gov.sg. Its instructions and screenshots are expressly dated 26 April 2023, so the current service should be consulted for subsequent interface or policy changes.
