Accepted routes
MOM lists academic routes by source country: Malaysian SPM, NAS high-school certificates and PRC diplomas. Skills routes include ITE SET Level 1 or Nitec and the WSQ Composite Assessment for Generic Manufacturing. Check the evidence required for the chosen route.
Market-Based Skills Recognition Framework
The MBF route requires at least S$1,600 fixed monthly salary and at least four years in Singapore as a Work Permit holder.
Levy bands
Current higher-skilled monthly levies are S$250, S$350 and S$550 across the three manufacturing tiers. MOM has announced a merger of the first two tiers from 2028; its page says the detailed implementation timeline will follow. Do not apply that future rate to current levy bills.
