Job offer and age-adjusted salary
The S Pass is open to employees of all nationalities with a Singapore job offer who meet the salary and other eligibility requirements. Its fixed monthly salary benchmark reflects the top third of local Associate Professionals and Technicians of the same age. Financial services has a separate, higher schedule. The announced schedule applies to new applications submitted from 1 January 2027 and renewals of passes expiring from 1 January 2028; do not apply the future schedule indiscriminately to earlier transactions.

Qualifications are optional to declare
A qualification declaration is optional. If an employer includes qualifications in the application, it must ensure that they are authentic and awarded by an accredited institution appearing in the application’s institution list. Optional declaration does not permit an inaccurate declaration.
Use the Self-Assessment Tool
Check the candidate with MOM’s Self-Assessment Tool before submitting. MOM advises against applying when the tool finds the candidate ineligible, as the application will be rejected. A positive result corresponds to approximately a 90% chance of approval, rather than a guarantee.
Family passes and other routes
A holder with a fixed monthly salary of at least S$6,000 can qualify to sponsor a spouse and children for Dependant’s Passes. The employer may apply alongside the S Pass or later. Newly expanding, fast-growing technology companies may be eligible for Tech@SG. When an employer converts an S Pass holder to a Work Permit, past employment under a Singapore EP, S Pass or Work Permit can count towards years of experience for higher-skilled R1 levy assessment; this experience recognition is separate from obtaining the new pass.
