Manufacturing S Pass ceiling: eighteen then fifteen percent

MOM publication date:

What the release reports

Manufacturing S Pass sub-quota falls from twenty to eighteen percent in January 2022, then fifteen percent in January 2023.

Details and conditions

Firms above the new ceiling may keep existing holders until expiry but cannot recruit or renew until within the applicable limit. Phasing provides adjustment time.

Context and follow-up

Transformation grants, job redesign, career conversion and transitional manpower support are linked. The changes seek a stronger local pipeline and advanced manufacturing; the retention concession does not exempt later renewals.
