Registry Enhancements Bill FAQs: Contact Addresses and Digital Correspondence

The five-page FAQ addresses privacy safeguards, Bizfile communications, agency-sourced data, director-disqualification records and foreign-company reporting relief.

Source checked · 11 October 2026 Historical document

Bill scope and implementation status

The FAQ describes proposed amendments to the ACRA, Accountants, Business Names Registration, Companies, IRDA, LLP, LP and VCC Acts. Five goals are balancing transparency/privacy, digital communications, convenient accurate filings, accurate disqualification records and simpler foreign reporting. It says sufficient implementation lead time will be given; it does not state a commencement date, so the proposals are not assigned a date here.

Contact-address rules and eligible individuals

A contact address is a physical location in the same jurisdiction as residence where the individual can be physically found and reached by post. It cannot be email or a PO box. Local or foreign addresses may qualify; only one per individual is allowed. Directors, shareholders, owners and partners are examples of associated individuals who may provide one. Being overseas does not remove the same-jurisdiction requirement.

Conversion and fees

Previously filed alternate addresses automatically become contact addresses in Bizfile. After the amended Acts commence, updates may be made at any time without fees. Filing a contact address is free; previous payment for an alternate address does not require filing a second address.

Email collection, privacy and access

Individuals and entities supply email addresses in Bizfile registration, appointment and update forms. Emails are not public products, even for payment; ACRA may share them with public agencies for public functions under Public Sector (Governance) Act 2018 protection standards. A foreign associated person can access the secured mailbox through Corppass if the entity issues an account. Email notification is distinct from the secure correspondence itself.

Digital mail and court-document exception

ACRA would send statutory correspondence/documents to the Bizfile mailbox, excluding notices, summons or documents served in connection with court proceedings. Customers receive email alerts and log in using Singpass/Corppass. Court-proceeding documents stay hardcopy. The opening overview mentions a shorter summons exception, while the dedicated answer expressly describes the broader court-proceedings exclusion; that detailed wording is retained.

One-year transition and hardcopy requests

For one transition year, existing hardcopy non-statutory letters such as renewal notices continue in paper alongside mailbox delivery. Thereafter ACRA fully transitions digitally for those documents, while persons wishing continued hardcopies may notify ACRA. Notification mechanics were to be announced later. The FAQ gives no transition start date or then-final request procedure.

Agency data and disqualification corrections

Name and birth date are examples of public-agency information prefilled in forms. Report discrepancies to ACRA for checks with the agency. Disqualification information is reflected on paid public business/person profiles for all relevant Companies Act grounds, with no change to presentation method. A person disputing the status submits supporting documents; ACRA reviews whether amendment is needed.

Foreign-company relief and summary components

Section 373 relief is assessed individually for valid, reasonable, supportable reasons, not guaranteed. The transaction is General lodgement – Application under Section 373 – Exemption/Waiver of Financial Reporting Requirements for Foreign Company. Unaudited summaries contain position, comprehensive-income and significant-policy statements including measurement basis from records compliant with incorporation/formation-country law, plus directors’ statement mainly on true/fair reporting and debts payable when due. Unaudited does not mean no financial information or director opinion.
