Application salary
Applicants must earn at least S$22,500 fixed monthly salary, benchmarked to the highest-earning 10% of Singapore EP holders. An overseas foreign professional’s last drawn salary must be within six months of application. This threshold applies to the fixed salary, not any unverified combination of bonuses and other income.
Maintaining employment and annual income
Maintain employment in Singapore; if unemployed for more than six months at any point, cancel the PEP. Earn at least S$270,000 fixed salary per calendar year irrespective of months employed. For applications before 1 September 2023, the listed annual fixed-salary requirement is S$144,000. The unemployment allowance does not proportionately reduce the annual income condition.
Who cannot apply
Excluded candidates are Singapore EP holders under the sponsorship scheme, freelancers or foreigners intending freelance work, sole proprietors, partners, and directors who are also shareholders in an ACRA-registered company. These exclusions distinguish the PEP’s employment flexibility from an unrestricted business-owner permission.
Restricted occupations and entrepreneurship
Certain occupations, including media- and religion-related roles, are restricted; review the linked complete occupation list. Starting a business or conducting any entrepreneurial activity is prohibited under PEP. Someone planning those activities should assess EntrePass or ONE Pass instead, rather than assume changing an employer makes entrepreneurship permissible.
